A Battle of Wills is a Hunt for the Ancients quest. It first appeared in the 2020 Season of Hope in early February. It can be picked up in the Elder Library. It is the first in a four-part quest sequence:

Quest Tactics[]
Velts is meant to be on the challenging side, and this launches her series of challenges roaming all around Oge-Mai. I highly recommend this series, because it's basically fighting Velts once in a bunch of places and getting a lot of bragging rights and some nice swag at the end. (Also, I'm particularly fond of the last Velts for niche Oh This Is So Great For This One Insanely Specific Thing reasons.) Note that you'll fight different Velts over different parts of the game, so you'll need to progress both in this quest and the main game to complete the chain.

Velts seems surprised we've made it this far. I’m training as hard as I can, but it's not just her training that’s getting me through this. Her stories about the Curator are ringing true with so many Dust Warriors. She says that the spirit of hope they embodied, along with proper planning are exactly the emotions we need to brave the challenges on the long road ahead. And, that it’s time to truly test my skills… against her! Velts has said that for now she's willing to go easy on me for now, and not to forget what I’ve learned.
