Alia of Air can be battled in the Shrine of Ages with the Magic Bracelet. She is a NPC in Mama Tree.
Alia of Air is the shaman at Mama Tree. Her hut in the treetops, and it's mentioned that her home was passed when traveling upwards to grab a Lorsa from the top for Suwö.
Alia is helping Elder Bavata with the infected villagers in the area, however, and is using the Lorsa nests as a way to communicate with other shamans to find a way to remove the Dust and bring the villagers back to themselves.

Alia of Air can be found at the topmost branches in Mama Tree, which is not a surprise with a name like that. She's much quieter than Kyiat, and her soft-voice can be hard to hear over the leaves rustling in the background. I asked her to explain why she chose air, and her answer was that shaman elements are not a choice, it's where they feel most welcome and connected; air is a second home for her. I couldn't help but wonder what that means for Kyiat. "Everyone notices loud noises, but sometimes quiet is best to finish things."

Kyiat - doesn't have a good opinion of Alia, and sarcastically says "So, there is something the great Alia can’t do" and "A good idea from Air? That's new."
Suwö - Suwö doesn't seem to have any relationship with Alia of Air, and when he says "Even if she could read Dust runes, she wouldn't," it's unknown if he agrees with her staying out of harm's way or sees her as a bit of a coward.
