Steel Chains can be crafted in the Dark Forest Outpost at Dessti's Shack. It is dropped by Burhar. And it can be found in Bones Chest in Dark Forest Outpost (for 2-4 steel chains).

Steel can be crafted in Three Points Crossing at Blacksmith Barliar. Several monsters drop it, but the best source is Ledd in the Spaceship (1 steel for 500 words). It can also be found in Wooden Chest in Three Points Crossing (for 1-2 steel).

It was just a matter of time, but now I have a request from the Governor of Three Points Crossing. Why? So his city's Great Bazaar can offer Dark Forest stock to the locals... I wonder if Zuly can craft something? Anyhow, with an order this large I'm going to have to take a second journey, and maybe a third.
