What alerted me to the fact there was a new head of science was that Dr. Hogglevoss passed me, moping, and Zals followed muttering some choice words. Apparently Captain Piak called in favors for Dr. Enoe to join the crew. He's brought in two assistants with him, and has ordered Dr. Hogglevoss to step down due to the completely unethical experiments he ran. Even if Zals had urged him on, and presented "facts" about why they needed to splice and merge creatures, Dr. Hogglevoss was the leader and should have known better. "Some beings need to think before they think."
