Gusts of Air is a side quest in Tall Trees.
It first appeared during the Festival of Oge Mai. If you completed it then, it will not appear in Tall Trees. If you picked the quest up, but did not complete it, the objectives changed when the Festival was integrated into the main game.

When the wind starts to whip through, things can get a little cold too quickly. I looked down at the Buhini whistle in my hands and let out a little laugh. Small gusts of wind will bring the little creature to me, and with too many large gusts of wind, I'll want to craft my own scarf to keep warm.
