Quest Tactics[]
This isn't possible to complete till you've made it to Riza Rivertown in the Water Region, and again, this is a long-term quest sequence. I would recommend leaving it alone at least until you get to the Floating City of Balance, at which point it might be worth combining with other quests to save effort.
