King Wilipo is King of the Floating City of Balance.
As of March 2022, he can be battled in the Shrine of Ages with the Leaders Time Bracelet.

The City of Balance is ruled by King Wilipo, a man who some see as unbending and made of stone (which is an interesting mercurial contrast to the area he oversees). He stays quiet, watches those around him, and is known to keep a tight hold on any object or being he thinks will be a benefit. Nobody really remembers how long he's kept his throne, but that might be part of the reason others think of him as solid, unyielding stone. His quote would be: "A leader needs to see in all directions; past, present, future, up, and down."
