A protective cloak was a craft material item. It is a legacy item and can no longer be used or gained in the game.
These used to be expensive items in the Gansu Watering Hole that were required to battle monsters. However, when Gansu was re-balanced, the cloaks no longer had any functionality.

The protective cloak was created to withstand the largest of monsters in the Gansu area. An improved design on the mantle, the cloak allows you to fight even larger monsters, who put out more damage over more time. You won't be able to go into battle without one.
