Watering the Desert is a side quest in Gansu Watering Hole. It is available when the area first opens.
This quest first appeared during the Festival of Oge Mai. If you completed it then, it will not appear in the Dragon Lair. If you picked the quest up, but did not complete it, the objectives changed when the Festival was integrated into the main game.

It's a little hard to spot Kuikas in the desert, but the best times are at dawn and dusk because that's when the sun's strong rays glint reflect off of the sphere of water they carry back to their homes. I managed to catch one, and was amazed - the water they carry is almost twice the weight of their body!
