Wynfri of Water can be battled in the Shrine of Ages with the Magic Bracelet. Xe is a NPC in Gansu Watering Hole.
Wynfri of Water was called to Gansu after Alia of Air receives a message. Xe was able to cleanse the water after it had been poisoned by the Dust Witch, and decides to make the place xyr home.
It's unknown where xe came from before living in Gansu, but wherever it was, with the knowledge xe has about Dust and Dust magic, it seems as if xe has been fighting the good fight against Dust.

Always ready to lend a helping hand, Wynfri of Water was the shaman that volunteered to travel through dangerous dunes to the (relative) safety of Gansu Watering Hole. Xe has a fine degree of control over water, so much so that xe can travel through time as long as the water has been around to soak in the experiences. Xe’ve said that the best thing about being a water mage is that raindrops feel like a refreshing mist, since the emotions found in them are happiness based. "You never know what you can do until you try, and try again."
